Evan grew up in Noblesville, Hamilton County, Indiana but moved to Tipton in 1912 with his family. He remained in Tipton after his marriage until 1925 when he and his bride moved to Mobile, Alabama. During World War II, he served with the Navy as an electrician on a submarine. Upon return to civilian life, he continued to work as an electrician.
